- 「ソーシャルワークサービスにおける利用者主体の視点について述べなさい。」 福祉行政は、政治の重要な作用の一環として発展してきたが、国民一人ひとりが政治の主人公であるとする見解が定着するまで時間を要した。時代は移り変わっていくものであり、国民のニーズも時代とともに変容するものである。社会福祉の概念は固定的なものではなく、時代の福祉ニーズにともなって変容していくのである。福祉政策形成にあたっては、国民の福祉に関するニーズを的確に判断し、発展の原動力を考慮することが大切である。 福祉行政は多用にして、複雑な課題に対応するため国民的合意に基づく政策の形成を通じ、法令によって組織され行政の作用によって運営管理されている。近年、行政は国民生活の広い分野にわたって様々な対応が求められ、行政による関与の機能は拡大の傾向にある。また、民間活力を積極的に導入し、自主的機能拡大を図る行政の施策もとられている。 わが国の福祉課題の根底にある危機認識には、西欧諸国に例をみない急速な老齢人口の増加という事実と少子化による今後の予測がある。社会経済的要因によって核家族化が社会的に推し進められている状況を背景として、
