国際財政論についてa
- 国際財政論について考えるために、第一章で財政・金融・政府の役割について考察していく。財政は主に国内の問題だったが、グローバル化の流れの中で一国の財政政策が国際的に影響を与えたり、国際的な流れをみて財政政策を決定していく必要性が次第にでてきた。また、金融政策も一国の問題を超えて他国間や世界的な規模での協調が必要となる場面が多くなってきた。それらの協調を達成するためには一国の政府ではもちろん対応することができないため、多国間の協調のための“世界政府”という考え方も出現する。 第二章では世界または地球規模での財政政策や財政活動が求められるようになってきた過程と、それらに必要な重層的ガバナンスやグローバルタックスの問題点やリスクについて考察する。地方、国、世界規模での重層的なガバナンスではそれぞれの考え方や習慣などの文化によってガバナンスの方法が様々であり、重層的なガバナンスでは問題点が多く出現する。重層的なガバナンスの一番外側にあるのが地球規模のガバナンスであると思われる。その地球規模のガバナンスでの歳入となるのがグローバルタックスだが、このグローバルタックスにも問題点があり、一筋縄でいかない現実がある。 第三章では国際財政のこれからを考える。地方、国、世界と段々に重ねられ今日ではグローバルな視点で財政政策を決定していく必要があり、そのためにはグローバルタックスの必要性と重層的なガバナンスの問題点を解決する必要がある。

A PASSAGE TO INDIAについて
- “A PASSAGE TO INDIA” was written by English author E.M. FORSTER in 1924. It’s a story about the relationships between English people and Indian people at the Indian colonial period. I think the movie of “A PASSAGE TO INDIA” is highly suggestive as historical one, but it contains a strong prejudice view of English. First, the movie describes little English forcible policies as a conqueror.

Establishing a Constitutional Nation
- President Bush announced how Iraq is going to establish a democratic nation by themselves with support from the United States and some other nations in his speech given on January 10th, 2007. The President mentioned some constitutional ideas. Constitutional ideas are not only important in Iraq but also in other countries. I am going to name two constitutional ideas that the President discussed applying current political and social situations in Iraq. The first constitutional idea the President discussed was making a constitution and clarifying a process of proposing amendments. President Bush indicated about reforming de-Baathification laws for Iraq's constitution. The sovereign by the Baath Party had ended. The old de-Baathification laws were no longer suitable for the new government of Iraq. The constitution is the supreme law in a country so that immediate changes are required in order to make a strong and stable government. The importance of a constitution is that it gives people what are goals for the nation and for where the nation is headed. Iraqi people need a clear vision of the "new" country. Establishing a fair process for considering amendments is necessary as well. If people and politicians are free to change their constitution, what would be the standard in a country? The second constitutional idea is the system of the federalism. President Bush stated that the Iraqi government plans to hold provincial elections later the year of 2007 to empower local leaders. G
