- 「福祉サービスにおける組織と経営について述べよ。」 福祉サービスとは、社会福祉法によれば「社会福祉を目的とする事業」の具体的な行為である。「社会福祉を目的とする事業」の内容とは、社会福祉事業、それ以外の介護保険法ならびに障害者総合支援法等の社会福祉関係法令に基づく事業、およびその他の社会福祉を目的とする事業である。1990年の社会福祉事業法の改正時には、福祉サービスの実施主体は「国、地方公共団体、社会福祉法人その他社会福祉事業を経営する者」と、あくまでも社会福祉事業を中心に経営主体を考えていたのに対して、2000年の社会福祉法では事業者を国、地方公共団体および社会福祉法人とそれ以外の主体とに区別せず、「社会福祉を目的とする事業を経営する者」とより広く規定している。国および地方公共団体は、従来のような福祉サービスの提供主体ではなく、「制度の企画・立案や運営・管理の役割を果たすべき主体」として「社会福祉を目的とする事業の広範かつ計画的な実施が図られるよう」サービス提供体制の確保や「適切な利用の推進に関する施策」を講じなければならないと社会福祉法第6条にも明記されている。

- My Idea of a Perfect Society - Utopia Before describing my idea of a perfect society, I would like to mention some points which compound the idea of utopia. I. What is "utopia"? "Utopia" is defined as an ideal place, state or society which is thought never to exist, and in which everything is perfect. Many writers, commencing with Thomas More, and William Morris, have ever written their own utopias. Even now, utopias are getting more and more varied, and these utopias can be briefly dived into "economic utopia", "political and historical utopia", "religious utopia", and "scientific and technological utopia." Although utopianism has sometimes been criticized as being fanciful, they play an important role to reflect the inadequacy of actual world by envisioning ideal society. The lives in utopian society are quite similar to those in communist society. For example, in common with almost all of utopian tales, people living there are so cheerful, treat both male and female equally, have clear clothes on, do not want extra property, and just grow their own food and exist on that, to name a few, while it is true that there are some important differences among each utopia. II. The differences of ideologies over utopian society and the issue on them.
