- 「戦後の社会福祉の展開と今日の課題について述べよ」 日本で初めての救貧法である恤救規則が1874年に制定されてから現在まで、わが国の社会福祉は段階を経て変化してきた。特に、第二次世界大戦後は工業化と都市化が進み、時代や経済とともに社会福祉のあり方も大きく発展してきたのである。 1945年8 月に日本は敗戦し、国民所得の落ち込み、失業、インフレ、食糧危機が起こっていたが、米国のマッカーサーを最高司令官とするＧＨＱによって、政治、経済、社会の改革が行われていった。同年10月には「人権確保の5大改革」が作成され、「婦人解放」「労働組合の推奨」「学校教育の民主化」「経済機構の民主化」「秘密審問司法制度撤廃」が進められていった。その後、日本政府は「生活困窮者緊急生活援護要綱」を打ち出したが、この援護要綱には救済を恵みと考え
