So many nations tried to find the reason why Athens was strong, and dispatch ambassador to Athens. Roma was also one of nations. But Roma did not take in democracy, because they understood Athens democracy will collapse when they lost leaders. After that the time which they must choose came again.　Roma had civil war in before Christ first century. The war is not only power game, but decision of system of nation, which republic or imperialism. The winner is Julius Caesar. He felt limitation of system that many councilors argue. Therefore after battle he became leader and tried to reform nation. He understood need which one person has intensive power. His ideal was accomplished by Augustus.
